GM Cruise Car Braking Hard And Then Trotting Along With Bicyclist

This GM Cruise car was recorded on October 22nd, 2019 at around 1:10pm while driving on 17th street, with noticing two interesting effects. In the video below you can see how it attempts a right turn but then stops abruptly. After another attempt to move forward with no visible obstacle, the safety driver takes over control and completes the right turn.

Two minutes later the car can be seen trotting beside the bicyclist, who’s on his bike lane. The car never passes but keeps a safe distance between its own lanes.
