Strange Sensor Rack on Car Spotted

This vehicle was spotted on southbound Highway 101 around Belmont on February 27th, 2023 at around 12:45pm PST. The vehicle has a camera on the rack pointing towards the driver, as well as what seems to be a GPS sensor and a server. Inside the vehicle is a camera mounted on the windshield point forward. Any idea what purpose this could have and who’s behind this?

UPDATE: Marek Vanzura pointed out that we had spotted this very Ford with the same license plate on May 24th, 2017 (I don’t know how he did keep that in mind), which I wrote about in this article: UAV: Unidentified Autonomous Vehicle spotted – Ford.
