Unidentified Ford Fusion Spotted Again in Santa Clara

A few days ago a reader sent us pictures from an unidentified Ford Fusion that he had spotted in San Francisco. Today I saw the same vehicle in Santa Clara across the SF Motors building on the intersection of Bowers Avenue and Scott Boulevard.

Is this car operated by SF Motors? We know that this company uses Ford Fusions, but marks the cars and has a different sensor setup.

Any hints are highly appreciated.
